Summary
Non-allowable salaries have a major impact on the sustainability of an APSSD. Calculation of maximum salaries for both staff and consultants, including salaries for employees with split positions within the school, working less than or more than 35 hours and for employees who are split to different agencies within the organization will be covered. Reporting employee hours in the DOE audit and budget system is critical in minimizing DOE audit letters and will be discussed. The wording of letters requesting 2 employees making over the maximum salaries will also be discussed.

As more of the students attending APSSD’s now require a one-on-one aide, the detailed accounting for the costs charged by district has become more significant. The challenges and acceptable methods of maintaining these records, as well as the impact they have on future published daily tuition rates will be discussed in detail. The importance of the Business Office in closing the books with an understanding of the impact on future daily tuition rates in other respects will also be covered.

DOE Audit Letters, changes in the audit program and how these changes relate to the New Jersey Administrative Code, as well as a list of the required documents for DOE monitoring will be discussed. Current issues being discussed and litigated with the DOE will also be covered. There will be an open forum for other questions that the participants have and would like to share.
